Add zlib to list of required extensions for runtime requirements check

Problem/Motivation

zlib extension is in the composer requirements for core. However, in some environments (e.g. distributions that package it separately from PHP core), it's possible that zlib extension could be disabled after Drupal was installed. For better developer/sysadmin experience in these rare cases, zlib could be added to the list of required extensions in system_requirements().
