[2.0.0-alpha2] Add ui_patterns_devel module

Greta idea.

This ui_patterns_devel module can also host:

• The regression test tool we talked about (save rendered preview, comapre current rendered preview with the one saved)
• and the Component Validator tool I am dreaming about.

2.0.x scope is for the port of the current 1.x scope, so I move this ticket to 2.1.x, but it can be merged before if ready.

Also, adding a new submodule is a huge decision, and I am not the only one to decide :)

The error logging part instead of throw is ready and working.

Regression tool would be great but my idea was to keep it tight as an integration test to each design system. Need discussion.
A Component Validator could be great, something like a wasm tool that we call from PHP ;)

Based on that probably it could make sense to separate this project as a standalone and see later for a possible merge, let me know.
