Problem/Motivation

According to the AP Stylebook, when abbreviating August through February, September is four characters long (Sept.) instead of the normal three characters (Nov.).

Proposed resolution

Adjust the logic for special handling for September.

    There wasn't really a way to work on this until ✨ Replace times with words for noon, midnight Needs review was resolved so I added the code there. It's not clear to me if the rule needs to be followed in other languages (are AP Stylebook formatting rules followed internationally?) so I went with a simple string match as a starting point.
