The migrate files as worked out in the Contrib Half Hour meeting today.
Add a migration path from the 7.x-2.x branch to the 8.x-2.x branch.
Add a migration plugin to convert the D7 variables to the config object.
Build the migration plugin.
Add a migration state file.
Test coverage.
When the module is installed on a D9+ site, the migrate review page shows that the module's settings will be convert.
