Some blocks are not rendering the css correctly

Problem/Motivation

Certain custom modules are not loading CSS correctly.

Steps to reproduce

This is not always the case, perhaps with some blocks with large CSS definitions.

I guess it's the same thing as in 🐛 Custom js library doesn't work with an ajax block Active

Libraries attached to the original block content are not being loaded in AJAX.

Maybe CommandWithAttachedAssetsInterface could help with getAttachedAssets() method?
