Projects are not deleted from Drupal.org. Even with low usage, we would not put someone in a situation where something they are using is removed; and we certainly wouldn’t want the possibility of existing releases replaced with a different codebase. You can mark the releases and projects as unsupported. If you want to go as far as removing yourself as a maintainer, the GitLab pages like https://git.drupalcode.org/project/content_login have a Leave project option under the three-dot menu to the right of the project title.
