Remove dependency on webform module

Problem/Motivation

I think we should remove the unneeded dependency on the webform module.

Proposed resolution

Update the catpchetat.info.yml file and other files accordingly.

Remaining tasks

Validate MR.

PS:

The "CaptchEtat" settings menu have been move besides the other captchas settings menus:

PS 2:

The custom CaptchEtat permissions have been removed, we should use the Captcha module standard permissions instead.
