Problem/Motivation

Since the AP Stylebook rules are prescriptive, we can provide a Smart Date format designed match the intended formatting.

Proposed resolution

Add configuration to the module. Use the optional subdirectory, so it won't fail if the module is reinstalled after being previously installed.
