Problem/Motivation

The derivative DynamicLocalTasks.php does not return an array. So we get the warning:

foreach() argument must be of type array|object, null given DerivativeDiscoveryDecorator.php:102

Steps to reproduce

Install the module and open any page. Also, appears in Drush commands etc. Everytime the class "core/lib/Drupal/Component/Plugin/Discovery/DerivativeDiscoveryDecorator.php" is called.

Proposed resolution

Return empty array.
