Create an update hook for removing "not" and "break_phrase" views argument options

Problem/Motivation

In 🐛 Views schema errors / missing schema Fixed , we removed the "not" and "break_phrase" views argument options from MenuChildren.php, but we never provided an update hook, for unsetting these options for already existing installations.
