InvalidArgumentException thrown when processing jobs on cron using form submit

Problem/Motivation

Steps to reproduce

Run module's cron hook: drush eval "\tmgmt_contentapi_cron()"

Proposed resolution

Extract out relevant part from \Drupal\tmgmt_contentapi\Form\TriggerImport::submitForm and put it in tmgmt_ccontentapi.module so that we don't need to trigger form submit programmatically in order to fetch jobs on cron.
