What is relation to Drupal project's view on D7 EOL?

I understand that HeroDevs is thinking of providing Never Ending Support for Drupal 7: https://www.herodevs.com/support/nes-drupal . How does this work with project's EOL announcement https://www.drupal.org/psa-2023-06-07 → and the intent to move people to later versions of Drupal?
