Add dependency to drupalSettings in all libraries using them

Problem/Motivation

We experienced issues with bef_datepicker.js. It looks like in certain installations/environments the drupalSettings are not loaded, which causes errors.

Steps to reproduce

Difficult to produce, it is environment specific.

Proposed resolution

Add correct dependencies to drupalSettings when using it.
