Problem/Motivation

With the creation of version 3 and support for starterkit of https://www.drupal.org/project/rocketship_theme_starter → we can now replace the dependency of https://www.drupal.org/project/rocketship_theme_generator → on the projects root composer.json

Proposed resolution

Replace "drupal/rocketship_theme_generator": "^4.0", with "drupal/rocketship_theme_starter": "^3.0",
