Add service aliases for public services

Problem/Motivation

Allow us to use simple sitemap services via autowiring in 10.1: https://www.drupal.org/node/3323122 →

The changes here simply do nothing for older versions of core.

This is a precursor to being able to remove many arguments in simple_sitemap.services.yml, however the module needs to increase the minimum supported version of core to do this.

Proposed resolution

Add the aliasing.

This is mostly useful for private projects right now, so we dont need to manually wire up service IDs.

In a future issue, let simple sitemap make use of this.
