Parameter's name changed from 'form_state' to 'formState'

Problem/Motivation

In RenameAdminPathsSettingsForm, PHPStorm gives a warning "Parameter's name changed from 'form_state' to 'formState'" for submitForm().

As a policy going forward, for overridden functions, let's always use the variable names provided by the parent.
