Contextual links for editing menu missing

Problem/Motivation

The regular menu block from core contains contextual links for editing the menu itself, not just the block. When adding a menu using the Disclosure menu block, we only have contextual links for the block, not for editing the menu itself.

Steps to reproduce

  1. Add a Disclosure menu block to a page region
  2. open contextual links menu for the block
    • We see contextual links for 'configure block' and 'remove block' - but the 'edit menu' contextual link from the core menu block is missing.

Proposed resolution

Add the contextual links the menu to Disclosure menu, i.e. 'Edit menu'. This would make it much nicer for site editors to quickly edit menu links.
