Circular reference detected

Problem/Motivation

The following error only appears on Drupal 9.x . Upgrading to Drupal 10.x does not produce the issue.

On Drupal 9.5.11, following error appears after installing the module:
Circular reference detected for service "file_system", path: "asset.css.collection_optimizer -> asset.css.dumper -> file_system -> logger.channel.file -> logger.factory
-> config.factory -> themed_fast_404.config_overrider".

Steps to reproduce

On drupal 9.5.11, install the module and run drush cr
