Release a Drupal 11 version of Real Admin Paths

With the Drupal 11 release, we will drop Drupal 8 and 9 compatibility so that we can move to PHP 8+.

To do this, I have created a new dev branch, 3.x.

Let's aim to have this module ready before Drupal 11 officially releases.
