All database backups corrupt (possibly due to PHP misconfiguration)

Whether I download database backups as gz or .mysql they are all corrupt and cannot be restored. The .gz files show the enclosed file as 0 bytes.

This is a self-configured Ubuntu droplet on Digital Ocean. I suspect some sort of php setting is not sufficient for Drupal to work with large files. Is there a setting I should check?

PHP memory limit is 256mb but there are several other PHP settings I think might be implicated.

(no errors show up in the logs, the database files are simply corrupted, likely truncated)
