Allow referencing existing entity when using plus buttons for entity reference fields

Problem/Motivation

In version 1.x plus buttons were used only for paragraphs. As paragraphs are not re-usable and are attached to the host entity it was enough to open the add paragraph form and attach the new entity to the host entity. Version 2.x now supports also entity reference field types. This means that the existing entities can be re-used instead of creating new ones.

Steps to reproduce

Enable "Add items" feature on entity reference field, for example for media image reference. When clicking on plus buttons from frontend editing action links, the sidebar will be opened with the list of allowed media bundle names that are links to "Add media" forms. There is no way to reference existing entity.

Proposed resolution

For entity reference fields add the possibility to reference existing entity in the "add items" page.
