[13.0.0] Remove "Require group types" setting

Problem/Motivation

During the migration from old groups to "Flexible group" we have enable the field "Group type” for everyone.
In the backend we have a settings page /admin/config/opensocial/social-group where we allow for SM to enable/disable group types.

In Open Social 13 we want to make Group types a default for everyone and we want to remove the option for SM to disable it.
