Hamburger in navbar menu does not expand

Problem/Motivation

Menu in navbar is responsive (menu will shrink to hamburger if browser is made small enough). However, clicking hamburger does nothing in various browsers (desktop and mobile)

Steps to reproduce

Simple menu block set to navbar or navbar combined section. Shrink browser below setting threshold or use a phone with screen below and try to click hamburger.

Found issue, site branding block was removed. Re-added it to navbar section and it works fine.
