I still see 41440 pages in the JSON feed, which rounds up to 2,072,000 user accounts.

Yes, most accounts are dormant, probably bot/spam. You can see from https://www.drupal.org/metrics#users → that the volume of accounts created has slowed down, but still most are not confirmed and likely not achieving anything productive. The number of user accounts on Drupal.org should never be used as some measure of Drupal’s heath.
