Shorter link in the confirmation email

When anonymous user receiving the subscribtion confirmation email, there are 2 "confirmation link" in it, the top one is a shorter one which there is no effect after user click on it, user has to click the bottom one to be able to confirmation the subscribtion. please advise what's this problem and how to fix it.

this is the default setting for the "Body text for validation mail"
