Problem/Motivation

The term merge module on term merge can redirect to the taxonomy list overview. However, it is not perfect for UX.
Better make a redirect to the taxonomy manager list overview.

Steps to reproduce

  1. Patch term merge using https://www.drupal.org/node/3160872 →
  2. Have a vocabulary with taxonomy terms.
  3. Visit vocabulary using taxonomy manager and perform terms merge.

Proposed resolution

Adds destination parameter to form state redirect to ensure that taxonomy manager overview redirect can work.
