Change @dataprovider to static in BackendCompilerPassTest

Here the mocks are tricky but the test method is two lines, so it's easier to convert the data provider into the test itself, as we did in another recent one of these.

How about splitting this test into separate ones each in their database driver module?

Well, it's a test of the compiler pass, rather than a test of the individual modules? It does depend on the different drivers but it belongs with the pass itself I think?
