I am not able to replicate this issue via 2.2.x. I am not sure where it was fixed.
The media library in grid view looks broken when there's only a few thumbnails, because they grow to fill the available space.
Open the media library when there's only 1-3 entries or use the filter to narrow the results down.
Change the css grid rule from auto-fill to auto-fit.
