Problem/Motivation

Hello, most option fields implement the "OptionsProviderInterface" interface, this provides a unified approach for getting options and is very helpful in filling/displaying field options outside of the entity form and when creating your own widgets.

Proposed resolution

Add an OptionsProviderInterface implementation to TimeZoneItem to unify the way options are retrieved.
