key vault config is too constrained - 128 maxlength input needs to be increased

Problem/Motivation

My Azure Key Vault URL exceeds 128 characters in length.
Without the expected key vault url, the functionality will not work.
Currently this gets truncated.

Steps to reproduce

/admin/config/system/az_key_vault_config
Add an azure key vault URL that is longer than 128 characters.
It gets truncated.

Proposed resolution

See forthcomming patch.
