Custom messages not appearing on SERP

Problem/Motivation

When creating a Vertex AI Search custom search page, there is the ability to customize some messages that will appear on the SERP.

The 'no keywords' and 'no results' messages do not appear to be appearing when they should.

Steps to reproduce

- Add text to the custom messages for 'no keywords' and 'no results'.
- Perform searches that should trigger these custom messages and see if the message appears.

This is actually working. It was being tested on a site that was overriding the no results and no keywords messages. On a fresh Drupal installation, the messages appear as expected.
