[beta7] Add 'top' & 'bottom' page regions

The DSFR team has requested that we implement the notice block below the header and the newsletter block above the footer, without including them as part of the header or footer respectively. To accommodate this, I suggest creating two new regions, 'Top' and 'Bottom'.
