Moderation State does not properly control dependencies

Problem/Motivation

If I have a field that is dependent on Moderation State, the dependencies are not triggered.

Steps to reproduce

Enable Workflows and Content Moderation. (I am on Drupal 10.2.5)
Set a dependency based on the moderation state.
Note that the dependency is not triggered.

For example, say that a field is supposed to be required for a certain moderation state. When you choose that moderation state for the piece of content the field is not required.
