Provide a link in the GIN toolbar to add a ticket

Problem/Motivation

Now a user has to navigate to the ticket form to add a new issue. Now, we want to provide a shortcut by adding a link in the GIN toolbar, like the dashboard module. If we click on that link, the existing helpdesk ticket form should open in a dialog.

This feature must be configurable per helpdesk.
