Continuous Numbering

Sure you can edit the text format > filter and disable the default output and then add the footnotes group block instead. There is also a JS option in there in case you have lazy-loaded content (paragraphs aren't by default but for example some blocks might be). There are also modules like Twig Tweak which you can use to output the footnotes block somewhere atypical in your theme if need be.
