This isn't a core service, this belongs to Token module - moving over there.

I got this error too but after clearing the cache tables the error disappeared

Yeah, I didn't add an update function just to clear caches, you should always clear caches after module updates, even or actually specifically if there are no updates.

The same happened here. Lesson learned.
