Moderation views should show latest drafts of published content

Problem/Motivation

The current moderation view only show drafts of content BEFOR publication, but we need to show all latest drafts so that editors can see their changes to published and unpublished conten.

Steps to reproduce

Login as any editorial role. Make a new draft. Make a change to published content but keep it in draft.
>> Only the new draft is shown

Expectation is that I can see both!

Proposed resolution

Is to make it so :)
