Problem/Motivation

Revisions screen > Only the content moderator can access the revisions screen but all users should be able access the revisions overview and compare revisions, and the revert buttons should be displayed according to permissions.
Comparing revisions is valid for all editorial roles and should not be bound the revert permissions!

Steps to reproduce

Login as content editor, the revisions tab is not there
Login as content editor AND content moderator, the revisions tab is there.

Proposed solution

Login as content editor, the revisions tab is there and the editor can compare revisions, but the revisions overview does not show the revert buttons (as the role does not have the permissions)

Login as content editor and content moderator OR as content editor and content administrator > the revisions tab is shown with the revert buttons.

Daniel's old code should have a custom permission to access the revisions and some code to make the button work based on the right revert permissions.
