I cannot reproduce the issue on Drupal 10 in simplytest.me.
Can you try on a fresh Drupal install?
Checking boxes at /admin/config/content/layout_paragraphs/limit then clicking "save configuration" results in nothing. Returning to the page, nothing is checked. The paragraph list is not limited. This is the case both for the include an exclude selection. It seems like the form is not being saved.
No errors generated in the logs.
This is on PHP 7.4.33 with Drupal 9.5.11, Paragraphs 8.x-1.17, Layout Paragraphs 2.0.4
