I configured private and temp dirs and that fixed it.
I configured the default content export setting IDs and exported content. When I tried to import the zip, I get this error:
Please check the structure of the zip file and ensure you do not have an
extra parent directory.
I think this started after I added block content that had an svg_image_field and included assets in the export, so it's probably complaining about the assets directory.
