Convert subtheme example into proper starterkit

I am just testing but just adding

starterkit: true

to https://git.drupalcode.org/project/ui_suite_bootstrap/-/blob/5.0.x/start... lets me run

php web/core/scripts/drupal generate-theme --starterkit ui_suite_bootstrap_subtheme_example mytheme

On core 10.3 it requires the .starterkit.yml file.

I wonder if the starterkit should be hidden and not be used for testing, that way, paths in sass files could be prepared for a theme placed in themes/custom, and this will remove a manual step.

Ans so need to keep a subtheme example for testing purpose.

Removing compiled CSS files.
