Improv keyboard navigation focus inside drawer

There are a few keyboard accessibility focus issues that need to be addressed.

Focus should immediately move to the first menu item inside the popover when the popover opened. Currently, the first down arrow press after the popover is opened focuses on the first popover menu item.
Mixing navigation with tab and arrow keys can result in unexpected jumps in focus.
