Add a UI to select regions that should be protected and never removed

There may be occasions where it is needed to protect some regions from removal. Perhaps creating a UI to a add regions to a "safe list" could be useful.

    If we make a region to safe list than it should not be available on theme settings page right ?

    This may not be such a great idea after all. I may have been overthinking things originally. Having a UI to hide stuff from another UI seems unnecessary. I'm going to put this issue on hold for now.
