Add portlet type settings weight (per homebox type) for the "Add portlet" list

Okay no, we have no sorting at all yet. Neither in the portlet type plugin definitions or groups (which seems logically impossible btw) nor in the portlet type plugin settings.

I'll try to put together the feature in a MR.
