Add Editora11y Accessibility Checker module

Problem/Motivation

Consider adding Editora11y Accessibility Checker module to CivicTheme.

This needs to help meet minimum AA WCAG 2.2 compliance.

User story

As an authenticated user
I want a way to check my CivicTheme site for accessibility issues
So that my site meets a standard accessibility measure

Acceptance Criteria

Given I'm an authenticated user
When I engage the Editora11y Accessibility Checker module on my site
Then issues related to accessibility are visually reported on the front end of my site

    CivicTheme is a Drupal theme and it does not support modules. Consumer websites should be managing modules by themselves.
