Drupal 10 Aggregation not working

This is a Drupal 10 and hosting issue.
The right permissions need to be configued fixed on the host and a clear of cache.
As for each hosting server, It will start creating new folders and aggregated files using its own default permission set on the host.

Let us wait and have a proposed fix for this in Drupal core
this issue will vary with the setup of the hosting, Apache or Nginx, also PHP versions of PHP 8.1, PHP 8.2, or PHP 8.3
