How Does Commerce Provide These Features?

I used Ubercart in D7. It's gone with its simplicity and flexibility. I'm now building D10. I have spent weeks trying to understand how Commerce can help me. I have the following main features, but cannot find solution through commerce:

1. Shipping rate: base flat rate plus extra per item. It's like minimum charge is $10 and add $2 per item in the order;
2. Conditional Workflow based on Payment method: for example, when it is PayPal, without validation, if it is manual, use validation. Or when it is manual payment method, just submit the order as draft rather than complete payment;
3. Admin to add tracking information: I should be able to ship the item off line and then provide the shipping information on the order;
4. customizable workflow: configure more status or different status as needed
5. Admin to Change the order status and check the box to send email or not

Commerce is like a giant engine, but with limited flexibility and simplicity. There are lots of associated modules, but many of them are not ready for D10 and some have bugs that would break code (that is what is happening to my development site).

I am under pressure to migrate to D10, but commerce is really pulling me down.

Any advice is very much appreciated!!!!!!

If a bug, provide steps to reproduce it from a clean install.
