Problem / Motivation

Drupal\Component\Utility\Mail was removed in Drupal 10
I don't think rector picked it up because while the replacement has not been merged the Drupal 11 rector scan still has not updated it:

This isn't really a bug. It's a feature request.

We have to add each deprecation rule as it comes.
