Layout Options has a workaround to core issue in src/Plugin/Layout/LayoutOptions.php::filterAndSortResultsByThemeHierarchy

What you want to do in your subtheme.layout_options.yml is:

layout_options:
  global:
    col_xs:
      regions: false
      layout: false

To disable an option.
