Refactor existing caching elements for Drupal Flysystem v3

Problem/Motivation

Evaluate the caching elements implemented in the current Flysystem v2 version to determine:

* Are they needed for Flysystem v3.x, which uses the \League\Flysystem v3 library
* Recommend a path forward after the base Flysystem v3 module has been refactored and is ready for testing with Drupal 10+, to determine what is needed for the Drupal caching layer
* Refactor any caching elements neede for V3 of the Flysystem Drupal module.
* Outline what issues may affect Adapters for Drupal Flysystem v3 (flysystem_s3, etc.) that need to be addressed to bring those adapter plugins into compliance with Drupal's Flysystem v3 implementation.
